A destined love that transcends time and space-a fantasy love story between a mermaid in high heels and a handsome swindler!
In 1598, a beautiful mermaid Se-hwa (Jeon Ji-hyun) was washed ashore in a big storm and was found by nearby villagers.
He is captured by Yang, a merchant who is a powerful person in this land. Yang shows the captured mermaid to Kim Tam-ryeong (Lee Min-ho), the newly appointed provincial governor.
Feeling pity for the mermaid, Damryeong saves the mermaid's life by ordering the mermaid to be free in exchange for overlooking Yang's various wrongdoings.
